U-PASS项目合著教材《市场和政府:运输经济理论与应用》正式出版

      日前,UPASS项目组王雅璨教授、胡雅梅博士与荷兰阿姆斯特丹自由大学伊瑞克·维尔赫夫(ErikVerhoef)教授合著的教材《市场和政府:运输经济理论与应用(Markets and Governments: Transport Economics Theory and Application)》由社会科学文献出版社出版。我院曹志刚教授、陈佩虹副教授、焦敬娟副教授、李红昌教授、周辉宇副教授参与本书的编著工作,并邀请了荣朝和教授为本书作序。本书是国家自然科学基金(NSFC)与欧洲城市化联合研究计划(JPIUE)中欧合作项目“城市公共管理与服务革新:新型的城市移动管理与政策”(项目号71961137005)的阶段性成果之一。

      本教材突出问题导向,系统阐述了如何运用标准的微观经济学与福利经济学工具分析这一运输经济学的核心问题,并进一步展示如何从这些分析中推导出政策结论。不同已有的运输经济学教材,本书并没有对运输业及其经济学原理进行概括性介绍,而是直接聚焦于运输经济学领域的城市交通拥堵这一市场失灵问题进行系统分析。本书共包括7大章:第一章从经济学视角初步解释了交通拥堵现象及经济学分析。第二章探讨了道路拥堵定价的理论和应用案例。第三章进一步分析了不同道路拥堵的收费方法,以及由此产生的市场结果。第四章介绍了运输市场势力及管制方法。第五章进行实证研究探讨了出行时间价值理论及估算方法。第六章探讨政府为评估潜在投资项目的可行性而采用的一项重要技术——成本—效益分析法。第七章探讨行为经济学的发展与其在交通出行领域的应用,探讨如何将行为经济学理论运用到交通政策的制定中。

      《市场和政府:运输经济理论与应用》有别于一般的运输经济学教材,通过紧扣运输经济领域的实际问题,同时融合了国际运输经济领域的最新研究成果和我国运输经济案例分析,在反映了该领域的国际研究重点和难点的同时也推进了运输经济教学和科研工作的发展,较好地弥补了现有国内运输经济学专题研究型教材缺乏方面的不足。目前该教材已经在我院本科生教学中得以运用,得到了授课教师和学生的一致好评,使用者认为该教材体系完整、逻辑严密、介绍的模型美妙精巧,非常具有可读性。

      本教材是UPASS项目下北京交通大学与荷兰阿姆斯特丹自由大学国际合作的结晶。第一著者伊瑞克·维尔赫夫(Erik Verhoef)教授,是阿姆斯特丹自由大学经济与工商管理学院首席教授、(科研)副院长、空间经济系主任,荷兰丁伯根经济研究所(Tinbergen Institute) 研究员。他在REPEC全球经济学界整体排名中位列前3%,在学术成果、引用量等方面处于国际前5%。 其研究侧重于空间外部性及其经济调节的效率和公平方面,和Kenneth Small教授合著的教材《the Economics of Urban Transportation》被公认为世界引用最为广泛的运输经济学教材。Verhoef教授曾在Transportmetrica A和Transportation Research Part A、B、C、E等期刊发表论文171篇,谷歌学术H指数达到52。目前担任Economics of Transportation杂志联合主编、Journal of Urban Economics编委会成员、Networks and Spatial Economics副主编、Journal of Regional Science副主编。




Coauthored UPASS Program Textbook “Markets and Governments: Transport Economics Theory and Application” Officially Published

Recently, a textbook titled “Markets and Governments: Transport Economics Theory and Application” coauthored by UPASS program members Prof. Wang Yacan and Dr. Hu Yamei and Erik Verhoef from Vrije University Amsterdam was published by Social Sciences Academic Press (China). Prof. Cao Zhigang, associate professor Chen Peihong, associate professor Jiao Jingjuan, Prof. Li Hongchang and associate professor Zhou Hongyu with the School of Economics and Management participated in the authoring of this book, which is prefaced by Prof. Rong Chaohe upon invitation. This book is one of the milestone achievements of the China-EU cooperation program “Urban public administration and service innovation: new-type urban mobility management and policy” (program No: 71961137005) funded by the National Natural Science Foundation of China (NSFC) and Joint Programming Initiative Urban Europe (JPI UE).

This problem-oriented textbook systematically explains how to analyze this core issue of transport economics using standard tools of microeconomics and welfare economics and further demonstrates how to deduce policy conclusions from these analyses. Unlike existing textbooks of transport economics, this book directly focuses on systematic analysis of urban traffic congestion in the field of transport economics as an issue of market failure, instead of providing a summary introduction to the transport sector and its economic principles. This book consists of 7 chapters: chapter 1 initially explains the phenomenon and economic analysis of traffic congestion from the economic perspective. Chapter 2 discusses the theory and application cases of road congestion pricing. Chapter 3 further analyzes the different ways to charge fees for road congestion and the resulting market results. Chapter 4 describes the transport market forces and how to regulate them. Chapter 5 discusses the travel time value theory and estimation method through empirical studies. Chapter 6 explores the cost-benefit analysis method, an important technique used by government to evaluate the feasibility of potential investment projects. Chapter 7 discusses the development of behavioral economics and its application in the fields of transport and travel, exploring how to apply the theories of behavioral economics in the formation of transport policy.

Unlike general textbooks of transport economics, this textbook helps advance teaching and scientific research efforts in transport economics while reflecting the international research priorities and challenges in this field by focusing on the real problems in the field of transport economics and incorporating the latest research findings in the international field of transport economics and Chinese transport economic case studies, thus effectively addressing the lack of textbooks of special research on transport economics in China today. Currently, this textbook has been applied in undergraduate teaching activities at the School of Economics and Management, well received by teachers and students, who believe this textbook is comprehensive, logically rigorous and highly readable, using wonderful and exquisite models. 

This textbook is a product of international cooperation between Beijing Jiaotong University and Vrije University Amsterdam under the UPASS program. The first author Prof. Erik Verhoef is the chief professor, deputy dean of scientific research and director of department of spatial economics of the School of Economics and Business Administration of Vrije University Amsterdam, and researcher with Tinbergen Institute. He is ranked among the top 3% in the REPEC overall global economist rankings and among the top 5% worldwide in terms of academic achievements and citations. His research focuses on the efficiency and fairness of spatial externalities and their economic regulation and the textbook “the Economics of Urban Transportation” coauthored by him and Prof. Kenneth Small is recognized as the most-cited textbook of transport economics in the world. Prof. Verhoef published 171 papers in Transportmetrica A and Transportation Research Part A, B, C and E and other journals, with Google Scholar H index of 52. Currently, he serves as the joint editor in chief of Economics of Transportation, member of editorial committee of Journal of Urban Economics, associate editor in chief of Networks and Spatial Economics and associate editor in chief of Journal of Regional Science.
